In the USA burgers are

The good news is this: it seems the risk of E. coli 0157:H7 and other
harmful pathogens has been eliminated from burgers in the US.
The bad news is this: the result is obtained by "treating" the meat. Fresh
or frozen.
The "cold pasteurization" of beef has finally received federal approval. What's important, according to the company that uses this technique, is to
reassure consumers about the "safety" of the product, which can thus be cooked less and therefore better suited to the taste of most people who
prefer underdone burgers. We abstain from any comments for now, and reserve
the right to go back to the issue of this meat processing technique to improve the preserving and hygienic standards of foods. Also in Europe.
